"I have been a long proponent of the RFS. We have tons of biofuels, biodiesel, ethanol, cellulosic in Minnesota. Iowa has something like 40 plants, I’ve visited a number of them, and I know what to do to fix this. And what you do not do is give waivers from the RFS to a bunch of oil companies. That provision was put in there, before my time, to help some small refineries, and it was usually used used 5, 6, 7 times a year. This administration has completely abused it, they’ve used it multiples times and even given waivers to companies like Exxon and Chevron.
