Amy Klobuchar is currently a U.S. Senator from Minnesota. She announced her candidacy on Feb. 10, 2019.

"I have been a long proponent of the RFS. We have tons of biofuels, biodiesel, ethanol, cellulosic in Minnesota. Iowa has something like 40 plants, I’ve visited a number of them, and I know what to do to fix this. And what you do not do is give waivers from the RFS to a bunch of oil companies. That provision was put in there, before my time, to help some small refineries, and it was usually used used 5, 6, 7 times a year. This administration has completely abused it, they’ve used it multiples times and even given waivers to companies like Exxon and Chevron. That means that, to put it bluntly, they’re basically siding with the oil companies over biofuels and that means you’ve got less gallons of biofuels that come out and that means it hurts the farmers of Iowa." - Iowa Starting Line Podcast, 6-5-19 

“Oil has been having their way for way too long, I would stop the subsidies on ‘big oil’ that make it very unfair and then I would also make sure we have incentives in place to move to cellulosic and other forms of ethanol.” - Newton IA, 10-4-19

Klobuchar lays out policies supporting the RFS, ending abuse of SREs, expanding E15, and investing in Cellulosic.

Investing in and providing incentives for homegrown energy.
"Senator Klobuchar believes that homegrown biofuels are an important part of our rural economies, our nation’s energy security and reducing greenhouse gas emissions. In the Senate, she has been a leader when it comes to standing up to the Administration’s misuse of small refinery renewable fuel standard (RFS) waivers. She has also worked successfully in the Senate to provide financing and grant support to biobased manufacturers. As President, Senator Klobuchar will strengthen the RFS, end the overuse of secret RFS small refinery waivers, promote the use of blender pumps, pass a statute to ensure year-round E15 sales, and invest in advanced and cellulosic biofuels."
