Pete Buttigieg is the current mayor of South Bend, Indiana. He announced his candidacy on April 15, 2019.

"So first of all we are not going to have small refinery wavers for some of the largest oil companies in the world. Remember We are on the receiving end of climate change right now. . You know in South Bend We saw, twice, once in a lifetime flood, more than a once in a lifetime flood. We had a 1000 year flood we had a 500 year flood, and they came 18 months apart, and I know this is happening in Iowa too. This is not just a problem in the Arctic, this is not just a problem on the coasts. This is happening to us right now. So I’m there for the RFS being maintained and elevated. I will support farmers, but not long ago, I was in Boone, Iowa, a guy came up to me, he said I got my Trump bailout check, but I would have rather spent that money on conservation. By the way if you think about what it is going to take in the medium term to get to where we got to get to as a country on carbon and climate we’re going to have to make sure that our ships and our aircraft have a viable biofuel option its the only way to get from point A to point B and I’m committed to making sure that the biggest purchaser I know of, of fuels, the department of defense, is doing its part to lead in market making" - Presidential Debate, 11-26-19

"Yes I support more E-15, and I support making sure that a small refinery waiver doesn't go to the biggest oil companies in the world. As we know they are talking out both sides of their mouths. And they got everybody hopes up with the EPA and then the guidance came out and its just more of the same. And we are seeing in so many ways farmers here in Iowa and across the country being told “hey take one for the team it will get better one of these days we promise."

"You can’t have it both ways and I know he has asked farmers again and again to take one for the team, and eventually he’ll deliver he says. At a certain point it gets to be like Lucy holding the football. He is going to pull it away every time because we’ve seen him do it again and again. And I think that is where we’ve gotten to with how this president treats this part of the country, wheter it’s with the trade war and what  thats doing for soybean farmers or whether its the refinery waivers and what that's doing for anyone in corn."

Buttigieg suggests using biofuels in the vehicles and fleets of the US Army and Navy

"By making sure like, for example, fleet and future uses of fuel are relying on biofuels, by making sure the installed base of the American military footprint is carbon neutral or carbon negative. Even making sure before you get to the ships and the airplanes and the bases, just making sure that the U.S. military which is a huge purchaser of things like ordinary cars and vans is leading the way in ensuring that we need targets of doing it that are -- of purchasing vehicles that are zero carbon. And my plan calls for us to do that very quickly. I think that the purchasing power of the U.S. military and just the resolve of our service members to get stuff done when it is a national priority could help lead the way for the rest of society and be one more example of how we create the sense of a national mobilization. A national project that summons everything that all of us bring to the table in order to deal with something that we know we will regret if we don't ask fast."
